In 1975, the US Army Corps of Engineers instituted the Performance Monitoring System

Based on data derived from PMS, the Corps developed a computer program called VESUSE to analyze inland-waterways use of towboats, barges, and flotillas by simulating their movements. The elements of the VESUSE program are described and are found to be reliable. The information on the characteristics of vessel utilization is useful for studies related to inland-waterways operations and planning.
