The introduction of a maintenance management system (MMS) into a roading organization
is a significant organizational change. The theory behind making change is examined to
establish the ground rules for successful change, highlighting the importance of" ownership"
of the change. Examples are given of the application of those rules from work in Australia

Better management information is only one type of enhancement needed to improve organizational performance. Other work required to enhance the results of an MMS includes specifying the best maintenance methods and training people in them, and developing the technical and managerial competence of supervisors and managers to strengthen the quality of decision making and to provide appropriate management support for the MMS.
