This report presents the technical portion of an Evaluation Plan for the Danville, Illinois User-
side Subsidy for Fixed-Route Transit demonstration project. Under the project, the City of
Danville will initiate competitive bidding processes for short-term (4 month) contracts to
provide new fixed-route transit services for all persons in the population. The goal will
